Final boundary report released for new Orangeville elementary school

GUELPH, Ontario — The third and final report of the New Settlers Creek JK-8 RT Boundary Review has been posted to the Upper Grand District School Board website, in advance of the presentation to trustees on Tuesday, June 11, 2013.

The report is the final step in the process to establish the attendance area of a new JK to Grade 8 elementary school to be constructed at B Line (County Road 23) and Spencer Avenue in Orangeville. The target opening date for the new school is September 2014. 

Report #3 makes no changes to the boundary proposed in Report #2. If approved by trustees, the new school’s boundary will be the same as the existing Settlers Creek Development Area (DA) plus a small corner of rural lands at the northeast corner of the Orangeville Caledon Townline and B Line. Clockwise, it runs along Riddell Road, the Orangeville-Caledon Townline, B Line, and back to Riddell taking in both sides of Alder Street and Colborne Crescent.

Since the 1998-99 school year elementary students in the Settlers Creek DA have been bused to East Garafraxa PS. In 2005 Grade 7/8 students from the DA were assigned to Montgomery Village PS, with an option for younger siblings. Construction of the new school was triggered by the planned implementation of Full Day Kindergarten at East Garafraxa and Montgomery Village in 2014-15, resulting in projected overcrowding at both schools.

An implementation plan in Report #3 calls for the new school to open in September 2014 with all JK-8 students residing in the boundary going to the school. Following a public information session in April the parents of Grade 6 students at East Garafraxa and Montgomery Village schools were surveyed about whether they thought the new school should open as JK-7 or JK-8. The majority of respondents (63%) preferred the new school to open JK-8.

The implementation plan, if approved by trustees, would also allow Grade 6 students at East Garafraxa PS to remain at their rural school for Grade 7, in accordance with the preference of surveyed parents. Since 2005 students from the Settlers Creek DA have been assigned to Montgomery Village PS for Grades 7 and 8. 

Staffing for the 2013-2014 school year is nearly complete, so changes to Grade 7 will make it necessary to review classroom organizations at East Garafraxa and Montgomery Village in early September.

Increased enrolment due to FDK is also behind a plan to reassign grades 4-8 Gifted students at Princess Elizabeth PS to the new Settlers Creek school, where space will be available. An estimated 55 to 60 Gifted students from throughout Dufferin County and East Wellington will enjoy the new facility when it opens in 2014.

Trustees recently awarded the contract for building the Settlers Creek school to Tambro Construction of Guelph, the lowest of 9 bidders at $5,688,000. The total project budget, including architect’s fees, furniture and equipment is approximately $6.3 million.
