Policy 302 was revised to establish a comprehensive, system-wide procurement framework for all board activities. With the policy's scope expanded to include both the procurement process and the types of goods and services permitted for purchase using board funds, provisions currently found in Policy 708 Allowable Expenditures have been integrated into the revised policy. Upon final approval of this policy, Policy 708 will be rescinded.

Included in this revised policy are new guiding principles, which form the framework for decision-making and establish the standards for how employees and board representatives are to carry out the procurement process.

The policy draft has been renamed “Procurement” to reflect the broader scope and re-numbered to move the policy from the Administration category to the Finance category of board policies.

Policy Statement

It is the policy of the Upper Grand District School Board, through a system-wide purchasing process, to obtain goods and/or services at an acceptable level of quality, and in a timely fashion to support the educational goals of the system.

The Board adheres to all procurement laws, regulations, rules, acts and the Broader Public Sector Procurement Directive to serve the public interest with fair, open and transparent procurement processes in the acquisition of goods and services.

The Board will deal with suppliers in a fair, ethical and accountable manner, and will follow professional purchasing practices and procedures to obtain maximum value for each dollar expended in the support of its students and schools.
