Human Rights, Equity and Accessibility Office (HREA-O)

What are Human Rights?

Human rights are the fundamental freedoms and protections that every person is entitled to. They are grounded in values of dignity, fairness, equity, and respect for all. At the Upper Grand District School Board (UGDSB), we are committed to ensuring that all students, staff, and community members learn and work in environments that are safe, welcoming, inclusive, and free from discrimination, harassment, and hate.

Human rights are protected by the Ontario Human Rights Code, which prohibits discrimination and harassment based on grounds such as race, gender identity, disability, religion, sexual orientation, and more.

Our Commitment: Policy 217 (Draft Policy)

UGDSB’s Policy 217: Human Rights – Code-Based Discrimination and Harassment outlines our obligation to protect and promote human rights throughout the board. This includes:

  • Protecting rights in education and employment

  • Preventing and addressing discrimination and harassment

  • Providing accommodations where required

  • Promoting inclusive design and systemic change

  • Responding to complaints and concerns fairly and confidentially

What is the HREA Office?

The Human Rights, Equity and Accessibility Office (HREA-O) is an independent, impartial office within UGDSB. It supports the school board by:

  • Receiving and reviewing complaints related to Code-based discrimination, harassment, and hate

  • Advising on accommodations and helping remove systemic barriers

  • Providing education and training on human rights

  • Monitoring and reporting human rights trends across the board

  • Fostering a culture of human rights through policy, outreach, and accountability

The HREA-O is a neutral, confidential, and arm’s-length office. It does not represent any party and does not provide legal advice.

When to Contact the HREA-O

You can reach out to the HREA-O if you:

  • Believe you have experienced or witnessed discrimination, harassment, or hate-based behaviour

  • Need support or advice on accommodations

  • Are unsure whether an issue falls under the Ontario Human Rights Code

  • Want to better understand your rights or obligations within UGDSB

  • Learn and work in an environment free from discrimination and harassment

  • Request accommodations to remove barriers to full participation

  • Raise concerns without fear of reprisal

  • Be treated with dignity and respect
