Central PS Enrolment Cap Process
As directed by Board Resolution #24-155 passed at the May 14th Board Meeting, Staff presented the “Central PS Enrolment Cap Process Report” to the Finance & Facilities Committee Meeting on June 18, 2024 which was then brought to the Board Meeting on June 25, 2024 for approval.
At the June 25, 2024 Board Meeting, Trustees approved an Enrolment Cap Process for Central PS for the 2025-26 school year (no changes for the 2024-25 school year). The following motions were passed by the Trustees:
- That Memo PLN 24-10 “Central PS Enrolment Cap Process” be received.
- That the Board approves an enrolment cap at Central PS of 12 classes effective for 2025-26 school year.
- That the enrolment cap be established in accordance with the process outlined in Section 2.0 of Memo “PLN: 24-10 Central PS Enrolment Cap Process”.
- That if the 12-class cap is breached, communication will be sent to affected families informing them that they will be redirected to Willow Rd PS with transportation provided according to the Board’s busing eligibility criteria.
- That siblings will be prioritized if registered prior to completion of the Staffing Process in February.
- That once enrolment cap of 12 classes is reached, siblings of affected students be provided an option to either continue to attend Central PS or move to Willow Rd PS.
- That an acknowledgement form be provided to the families of all new registered students to advise of the enrolment cap and potential redirection to Willow Rd PS.

Central PS Recommendation
As directed by Board Resolution #23-227, Staff brought a report to the Finance & Facilities Committee on April 16, 2024 with a recommendation on how to proceed with Central PS’s enrolment pressure.

An OPEN HOUSE was held on November 30, 2023 at Central PS in the Gymnasium. Drop-in between 6-7pm.
This is not a Boundary Review Process but rather a community engagement opportunity.
The public information session will be an Open House format which provides the school community an opportunity to discuss the enrolment pressures at Central PS. Board staff will be available to provide information, answer questions, and receive feedback.

Background
Central PS is a small JK-6 school in downtown Guelph with an On-The Ground (OTG) [operating] capacity of 274 pupil spaces. In the last 2 years, Central PS has experienced increased enrolment and currently accommodates 282 students (unofficial Sept 2023). The site is constrained with limited parking and play areas.
