Boundary Review Board Decision

***NEW At the September 23, 2025 Board Meeting, Trustees approved Option 11 as the attendance boundary for the New Guelph Secondary School.

The following motions were passed: 

  1. That Boundary Option 11 be approved to take effect in the 2026/2027 school year as follows: 

    1. Westminster Woods Public School, Sir Isaac Brock Public School, and Rickson Ridge Public School be redirected from Centennial to the new high school; 

    2. The new school opens with grades 9 and 10 with approximately 470 students in 2026; and 

    3. No schools be redirected from either GCVI or John F. Ross CVI to Centennial CVI; and 

  2. That staff be directed to bring a report to the Finance and Facilities Committee on Guelph secondary school enrolment following the completion of all program reviews and further that staff be directed to not limit themselves only to options which follow the feeder school model.

Background

In March 2018, the Board received Ministry funding for a new 894-pupil place secondary school in Guelph.  The Board had previously purchased a school site at the northwest corner of Arkell Road and Victoria Road in the south end of Guelph. The new secondary school is forecasted to open for the 2026/27 school year and will aid in accommodating the forecasted growth in the area and alleviate current enrolment pressures from the existing secondary schools in Guelph.

 To establish a boundary for the new school, Board staff conducted a boundary review for the new Guelph Secondary School, which commenced in Fall 2024. The boundary review process considered the current attendance areas of the existing secondary schools, regular track Guelph, Aberfoyle and Rockwood elementary schools to determine from which areas students would be assigned to the new school.

The boundary review was conducted in accordance with the Board’s Boundary Review Policy 320.

In accordance with this policy, the Board undertook a public review process to determine the boundary for the new school, any altered boundaries for the existing schools, as well as the program and number of grades starting at the new school. This process involved public consultation prior to a decision by Trustees. As an outcome of this boundary review process, any approved boundary or grade changes are expected to be implemented for the 2026/27 school year.

How Feedback was Gathered

  • Surveys were used to gather feedback on all the Options that were developed.

  • Emails to planning.info@ugdsb.on.ca Please note that while all emails received during the public process are reviewed by staff, individual responses were not able to be provided.

  • Opportunity for delegations (click here for procedure) at both Board and Finance & Facilities Committee meetings noted in meetings section.

  • Three Public Information Sessions were held as follows:

    • February 19, 2025 at Centennial CVI from 5:30-7:30pm in the Cafeteria.

    • March 6, 2025 at JF Ross CVI from 5:30-7:30pm in the Cafeteria.

    • May 29, 2025 at GCVI from 5:30-7:30pm in the Auditorium

      • Interpreters for Hindi, Punjabi, Spanish, Urdu and Vietnamese were available at this meeting.
